Cron is supported on all accounts, and all accounts support the use of PHP, SSI, Perl, Python, and Ruby. My "script" fee is for those that want me to actually upload/install and/or configure the script for them. MySQL is version 5.0, PHP is by default version 5.2.17, though both versions 5.3.5 and 4.4.9 are also installed on the server. Frontpage extensions are enabled on any package above basic.
